When closed the butterfly valves above the mufflers routed the exhaust through the mufflers for quiet running. When the boat needed full throttle or noise was not an issue the valves would be opened venting the unmuffled exhaust directly overboard. There should be an actuator and pushrod to operate each butterfly valve, but these are missing.
